    Job Description
    DEFINITION:
    Under the general direction of the Executive Director, the incumbent serves as the liaison
    between the organization and outside groups, sector partners, and businesses, with a
    focus on removing barriers and addressing challenges faced by small businesses. The
    Program Manager (PM) will be responsible for the development of programs and services
    focused on the needs and priorities of businesses and partners under the 3CORE District
    program.

    SALARY RANGE:
    Salary range to be negotiated based upon experience. Salary ranges provide a minimum
    and maximum for specific job classifications and are based upon full time employment.
    In addition, this position is eligible to receive 3CORE’s standard travel allowance as set
    on an annual basis. Individuals may exceed the designated salary range based on cost of
    living or other adjustments in addition to merit increases. This is an Exempt position.

    EXAMPLE OF DUTIES:
    • Ability to build strong relationships and connect a network of business centered
    resources, including industry sector and workforce, with the goal of creating a
    framework that will steward local businesses through a process which removes
    barriers and addresses challenges faced by businesses.
    • Conducting outreach with regional partners and agencies including business walks,
    drop-in assessments, meet-ups, and related direct activities to increase business
    engagement and awareness of available resources.
    • Based upon information obtained from an initial business screening, may develop a
    plan outlining specific technical support to be provided and/or identify resources
    available.
    • May be tasked to manage all client intake and file management, arrange meetings
    between client and referral agencies to discuss business needs, execute a development
    plan, program operating management, follow-up, quality assurance, and related tasks.
    • May be tasked to create programs and services focused on regional resiliency and
    recovery related to current and past disasters and economic disruptions.
    • Coordinate with the Governor’s Office of Business and Economic Development,
    other local, state and federal agencies and partners ensuring business and community
    access to recovery and resiliency resources with a focus on past and potential regional
    disasters and interruptions.
    • Identifying opportunities related to diversification and stabilization of the tri-county
    region of Butte, Glenn, and Tehama counties.
    • May be asked to represent and speak on behalf of 3CORE at meetings, and before
    local political bodies or other groups.
    • May work with District members, Regional Partners, Strategy Committee and staff to
    connect 3CORE’s annual Scope of Work and approved Comprehensive Economic
    Development Strategy (CEDS).
    • Identify and develop, whether individually or as part of a team, funding applications
    for public works, technical assistance, and other high priority economic development
    projects.
    • Prepare reports summarizing activities and results of various programs being
    administered by 3CORE for the Executive Director, Board of Directors, and other
    outside groups.
    • Perform other duties as required and/or as directed by the Executive Director and/or
    Board of Directors.

    ABILITY TO:
    • Seek out opportunities that will increase the revenue base for the organization.
    • Identify opportunities where the organization can increase its operating margins either through the elimination of duplicative processes or by utilizing software management systems that will allow the organization to achieve an increase in high value
    productive time.
    • Be computer and internet proficient in a PC environment with Microsoft Word, Excel, Outlook and related software.
    • Maintain a team approach and high level of productivity needed to manage assigned tasks and relationships successfully and in compliance with applicable rules and standards.
    • Independently identify and solve problems.
    • Complete required tasks with limited staff and resources.
    • Work harmoniously under the constraint of deadlines and sustained follow through to achieve desired results.
    • Communicate clearly and concisely, both orally and in written composition.

    QUALIFICATIONS:
    • Training and education equivalent to core courses lending to a Bachelor’s degree in business, economics, or other closely related field. Minimum of seven (7) years of professional experience in economic development, workforce, industrial or
    commercial development, or supervision of a comprehensive economic development program, is preferred. Related experience can be substituted.
    • Knowledge and understanding of:
    - The principles and practices of business development, planning and development
    and economic development;
    - Local, State and Federal programs available to small businesses; and
    - Small business development and management techniques.
